  My guess is that you are probably behind a firewall. The server is running HTTP on port 8000, some firewalls might deny any routing other than on port 80. Others are probably accessing from home (unlike you lazing folks at work :-)), so it works for them.
  
  You will need to ask your admin to open up port 8000 or install a proxy client. I am not sure if there are freeware proxy clients available.
  
  Just my guess, don't kill me if I am wrong...
